I would like to get information on what I need to do to bring my Filipino parents to the USA. They are very poor farmers who do not have any English language skills and live far from Manila. Can someone please help explain the forms I need to file and the requirements and the cost and time frames ? Thank you

Are you already a US citizen?  I ask because you posted this in the sub-forum for family of permanent residents.
