hi. what is the basis of CIS office to be designated for AOS biometrics and interview? is it the physical address or the mailing address provided in I485 form?

Zip code of the physical address.  Scroll down to the bottom of this page to find the office based on zip code -- https://www.uscis.gov/about-us/find-a-uscis-office/field-offices

 

But, USCIS has been known to make mistakes.  If that has happened in your case, make sure to call them so your case gets assigned to the office that has jurisdiction.

It's supposed to be the physical address. But there are many cases where people were scheduled for an interview at their mailing address location.
