By response time, are you asking about when you'll get the DS-160 confirmation page with barcode?  If so, I got mine immediately after I submitted the form.  So response time was under a minute.

Thank you was wondering when the Embassy  gives notice for an appointment to get the actual vis thank you again

Which embassy? Many are not yet open for B visas.
When they are open for B visas, for most (all?) of them you need to go on the website and find yourself an appointment, not wait for them to contact you.

Which embassy will you interview at?  Have you checked the embassy website if they've resumed processing of non-emergency B visas?

 

Assuming the embassy has resumed routine B visa processing, you will need to pay the MRV fee and book an interview appointment yourself using their scheduling portal.
