I just did a search here and I didn't seem to find anything recent about my questions.

1.  How long does the Manila embassy consider the NBI clearance to be good for?

2.  How long does NBI say it is good for?  I think mine from a few years ago was 1 year expiration.

3.  Will my then to be 17 year old stepdaughter beneficiary need NBI clearance?

Planning ahead for getting NBI done this year but I may not submit it until later on, thus the questions.

Only 1 year: https://travel.state.gov/content/travel/en/us-visas/immigrate/the-immigrant-visa-process/step-5-collect-financial-evidence-and-other-supporting-documents/step-7-collect-civil-documents.html "Police certificates expire after one year, unless the certificate was issued from your country of previous residence and you have not returned there since the police certificate was issued."

Yes

If at the time of your interview the following three items are all true, you must bring a new police certificate to your visa interview:

  • You are more than 16 years old;
  • The police certificate submitted to NVC was obtained more than one year ago; and
  • You still live in the country that issued the certificate.

NBI document has a validity of one year.  The embassy however is known to want the NBI to not be older than 6 mos.   < nothing in writing with that, just something people have banged against numerous times, then receiving a 221g requesting a new NBI

Half dozen times over say 10 years does not qualify as "is known to want "

Yes, unlikely but it is easy for us to time it to be within 6 months of the approximate interview date.

It is likely most people's are under 6 mos. during normal times.  Just the way the process worked back then.

My wife's was more than 11 mos old at time of visa issuance.  Not a word was said and nothing got banged against.

YMMV
