My wife's priority date is October 2019 and i haven't received any notice since then. I know that California service center is moving slowly on their processing time. Is there a possibility of asking USCIS to transfer it to other service centers? Also, in the VISA Bulletin 2nd chart where you can submit documents for VISA, if the priority date on the VISA Bulletin for submitting VISA documents is August 2020 and our priority date is October 2019, will i be able to contact NVC and ask why i haven't received any notice since it's been a year? Or is it the USCIS still incharge of this?

Visa bulletin is for NVC, it is irrelevant for USCIS. If your i-130 hasn’t  been approved, there is nothing you can’t do except waiting for it. California Service Center is processing i-130’s f2a on March 2019.

I have filled i-130 for F2A (Spouse of LPR) in November 2019. (14 months ago) and mine case is also stuck in California Service Centre. I checked and found that some of petitioner whose priority date is September 2019 in CSC got their approval. So hopefully we will also get the approval in 1 to 2 months.

No, you cannot request transfer to other service centers.  You and your wife will have to wait.  The VISA Bulletin doesn't come into play until after USCIS approves the petition.

NVC doesn’t get the petition until it’s approved by USCIS and passed on to them, so they cannot do anything until then.
