If it was sent to a USCIS office but wrong unit,  the person that open it will either send it to the right address/unit or he/she will send it back to you.

It just depend the kind of person who open your package. 

My friend sent his AOS to a wrong address but it was eventually re-routed to the right place,  but it was after 8 weeks
