You could apply by mail for someone under 12 but it's pretty risky. You'll have to send in the original green card and passport which I wouldn't do.

It sucks but I believe the decision of whether to offer appointments is up to the local office. We have our appointment on Friday (I requested the appointment in the middle of December) to apply for my stepdaughter's SSN. Our office is only taking appointments for people who need a social security number, that's it.

We never got it after she immigrated here and i need it to put her on my tax return.

Is there another office you can try?

Thanks for the response, yes there is nothing local office and I will call tomorrow and try to get an appointment for her. We also would like to claim her on our taxes. I was thinking of applying for an INIT number if we can't get the SS card

If your stepdaughter arrived on an immigrant visa, she qualifies for a SSN.  Since she qualifies for a SSN, she will not qualify for an ITIN.

You will have to try to get her an SSN to claim her as a dependent on your tax return, or file without claiming her and amend your return when she gets a SSN.  It's not ideal, but that's your only alternative.

Best of luck.

A tax advisor told me that a dependent needs to have an SSN at the time taxes are due.

If OP cannot get an SSN by April the best bet would be to file an extension so she'll have until October to get the SSN.
