Good evening

I’m changing my Joint sponsor and my interview is in 2 weeks is it possible to change and upload my new joint sponsors documents on ceac before the interview or should I just bring the documents to the interview?
Also I’ve read on some random website that I need to provide a letter of withdraw from my previous joint sponsor? Even though I’m not even a resident yet? Is this true?

A sponsor cannot withdraw their affidavit of support AFTER the visa is issued, so YES, they need to withdraw it NOW.  You can upload a replacement.

How is this done? I’ve contacted NVC and they say since the case is at the Consulate stage they not longer have access so they told me to just bring the new documents to the interview...

Also bring a notarized letter from the sponsor indicating they wish to withdraw their affidavit of support.  Full name of sponsor and visa applicant and the words "withdraw my affidavit of support", as in, "I, John Doe, hereby withdraw my previously submitted affidavit of support for, Jane Smith."

Any other means of contacting the Consular IV Unit to tell them that would ALSO be good.

And we decided to get a new joint sponsor because the old joint sponsor is not cooperating and seems to think they know everything about immigration and do not  feel they need to provide the most resent tax transcript so we had to get a new joint sponsor so I don’t imagine they would provide this letter

Not required.  If they won't provide the latest transcript, they probably won't be accepted anyway.  On the other hand, they would be wise to be motivated to REMOVE any possible OBLIGATION that can be placed upon them based on the signature they already provided.  My advice is to protect them.
