Please fill in your time line.  It is impossible to give you good answers without dates.  Looking at your post history, it seems there is something seriously amiss with your case.  Has your wife contacted the Omsbudman office?

I don't understand why they would send it to a field office.  I would contact the USCIS Omsbudman office.

I would use the email option and explain the situation.  The US citizen needs to do this.  It is her petition.

If the case is in Vermont, then you are still under normal processing time. Vermont is pretty absurd because it's a small office. Not much you can do unless it's clearly out of normal processing times. I would suggest you confirm which service center your case is currently in. If it's over the normal processing time then you can escalate.

Send them a message from your USCIS online account. Tier 2 respond to those messages and they will know which service center is processing your case.

I feel your pain. I'm currently going through the same thing but with my step children. We filed I-130 in March 2019 and still no approval. We have called several times but each time they tell us a different story. One case is with the field office and the other case is at the service center. We are thinking we haven't gotten an approval due to my husband two year green card expiring in March. If we don't hear anything during that time, we plan to consult a lawyer.

May God make it easy for you both and you hear good news soon.
