I hope not . They are working on my case actively. Hoping they issue visa soon. Have you seen like this 

refused >ready> refused > issued ?? 
 Or if not then what is exact sequence of statuses before visa gets issued ??

Not sure about the sequence, but once they are done with AP, it will say *issued.*   Like others have said, there is no way around AP and no way to predict its length.

For my husband they ask for to do a interview 221 g but after a week they cancel his interview feb2021 and  they ask for medical and two recent passport size pic but no passport now status is safe to refused but dates are keep changing I have send several email to ISB embassy all I get answers due to cov limited or we are still reviews it but the ceac is refuse
