Hello. New here.

Background. My bride arrived nearly 13 years ago from the Philippines. My mother in law came 6 years ago in August, is a green card holder and my wife's youngest sister came 4.5 years ago and is working on her citizenship. We petitioned the middle sister shortly after my mother in law arrived. On Nov 3 of this year, we were notified from NIVC that USCIS forwarded her petition to them.

Question is, any rough idea how long till she will get a visa?

Thank you

Presumably your mother-in-law filed petition for her, F2B takes 8-9 years for Philipeans.

My mother in law and would have been September of 2014.

Ok. At present F2B is current for dates up to Aug 2011 for Philippines, implying at least another 3 years wait. However given that almost no F2B visas have been issued since March (due to first Covid shutdowns and then the Trump ban), when they restart again I’d expect a big backlog and you can probably add at least a year on to that estimate.

so the transfer of the petition to NIVC from USCIS doesn't mean much in the time line of things.

USCIS approval of the I-130 and forwarding it to the NVC doesn't mean much.  The only time it matters is when the beneficiary has kids who may turn 21 during the wait and age out.
