Spouse was a derivative beneficiary..Is this considered as "Anyone filed a petition for the beneficiary"?

I hope everyone is doing well

 

My spouse was a derivative beneficiary when her father was petitioned to the US back in the late 80's.

Her case number was later asked to be deferred at the US embassy in Manila by the father because she was too young to travel. It was then decided by her parents that she would stay in the Philippines.

Is this a Yes or a No on the question "Has anyone else ever filed a petition for the beneficiary" considering that she was just a derivative beneficiary.

You could interpret it that way, but why?  It's not a critical issue though.
