Hi everyone,  I filed a K1 1-129F petition for my fiancee last year and she got refused. So do i say yes or no to this question.  But it’s also asking for the outcome with only 3choices; approved, denied or withdrawn. USCIS approved the petition but the US embassy at his country refused her. I’m confuse here, Can someone help me with this question.

Keep petition results different than visa results.   They are asking petition

Yes and approved are the answers to the direct questions you are asking here.  A petition is not a visa application.  If the visa was refused, then the petition must have been approved.
