Visit visa application while immigration pending

Hi hope you all are well, 

I have applied for my in-laws immigration visa and their paperwork is currently in process. My wife is pregnant and is expecting this year and would like her mom to come visit us. My mother in law has been to US few times but her visit visa has expired so now my concern is will she get visit visa If I apply for her? if she is already in the system for permanent residency? And if her visit visa gets rejected, will that impact her immigration paperwork? Please guide

Well she has to be able to get a tourist visa on her own merit. You can't do anything to help improve her chances of getting it. Even if she gets rejected for a tourist visa it won't affect her chance for a permanent resident visa

I’m assuming that your spouse petitioned for her parents ., not you. 
A rejected application for a visitors visa will not impact her immigration process. 

She can apply for a tourist visa but it is highly likely that she will not be granted the tourist visa with a pending immigration petition in process. If she is ok with the $160 USD fee and a probable “ no” then she can apply and find out ,.
