I called NVC last night and again as expected said my papers are still  with them and are waiting for reopening of Philippine Embassy before they can send them. I assume that is why i am getting this message Requiring Ds 160. I already paid my visa fee and did this DS 160 A week after receiving my NOA 2. i am pretty confident most embassies will reopen very soon. Fingers crossed.

May i know how "In Transit " looks like? I just want to imagine things and one day see my status will change, too.

Thanks all

I was mistaken on your question but @Erica 39 answered your question. When your visa is "issued" you will see that what I had referred to in my answer. Sorry about the confusion.
