This category is currently banned for visa issuance under a presidential proclamation (all immigrant visas except spouse and minor children of US citizens are banned). The ban expires at the end of the year, so that is the earliest you can expect an interview notification- depending where your sister is in the queue. Remember there was already a backlog before the ban due to embassies shutting down for covid.
