Do you need to apply for an esta?

Can someone fly from New Zealand on an Esta visa as a tourist right now?

Also, back when I first came to the US I didn't need to apply for an Esta before travel, I automatically got three months upon entry. Is that still the case or would he have to apply through the US consulate in NZ?

Timeline

With a valid ESTA (which is not a visa, but a visa waiver) you should be able to travel. You would apply for the ESTA online, not at the consulate.

 

Note that - unless you are exempt under the travel bans - you will be denied entry if you transit through one of the banned countries (Schengen, UK, Ireland, Iran, Mainland China...)
