Per this report, you must be in presence of spouse if you are a US Citizen and want to enter the Philippines.  Reports in past claimed you could enter if you had copy of their Philippines Passport and copy of marriage certificate.

I would take the information directly from the BI rather than a third party website.  BI site states "with documentary proof" which I interpret differently than requiring the spouse to be with you.

I was talking with my better half about this and we have agreed that we won't even try to go back until all this mess is over with. Because according to what we are being told if you fly to Manila then you will have to quarantine, then if when we go down to Davao we will have to quarantine again, then from there to New Bataan we will have to quarantine again. It is totally not even worth it.

The Manila quarantine is the deal killer, first 14 days or more in quarantine, that takes out 99% of most travelers.
