Croatia - they'll let you in with a confirmation of hotel reservation. Same for Serbia - lots of people stay there 14 days before getting on a flight to JFK.

My fiancée and I are now here together in Cancun and plan to wait out this craziness for a while.  She seemed to need to show more documents and explain why she wanted to go to Mexico, but maybe just because she is Russian and was flying from Minsk.  She showed the K1 documents and her resident card for Korea and they were satisfied.  Getting from Moscow to Minsk with the border "closed" was interesting, but thankfully uneventful.  :) YMMV, good luck to everyone.
