Canadian husband on tourist visa

My husband and I have submitted all document to the NVC and are awaiting their approval before we can do the interview.  We are scheduled to move to the states on July 7th and don't think we will be able to interview by then.

Will they allow my husband into the states on a tourist visa (considering the pandemic)?  Can we submit a change of address to a US address and complete the interview there?

What do you mean 'scheduled'?  If you're referring to having bought plane tickets, you may want to rethink that.  There are no interviews occurring at the moment, and Montreal was notoriously backed up even pre-COVID.

He cannot have his interview in the US.  He cannot enter the US and adjust status.  He can visit on his tourist visa, but not move here.

No evidence exist for automatic denial of B1/B2 for Spouses or fiances of USA citizens....you can only try but your ongoing petition will certainly come up and might be a deciding factor.

As a Canadian, he can visit for up to 6 months. Is he not able to enter as a tourist and stay until the interview?

As others have said,  he can visit.   Subject to entry requirements

YMMV

Does not really apply for Canadian citizens though.  They do not interview at consulates for visitor visas, they are simply granted entry (or not) at the border.

You originally asked if he could submit an 'address change' and interview in the United States, and that is a definite no.  There are no US consulates in the US, and he cannot enter with the intent to adjust status.

He can seek admission at the border for the 6 month stay, but as people are telling you in this thread, entry is discretionary.   As for anyone else, he will need to show ties to Canada and he will need to return to Canada for the interview, which likely will not be within the 6 month period.
