Yes you can make the payments with a cc... But it will be charge with the local currency. Payments can be done via ceac before you schedule an appointment.

There is not a payment for the DS-160, Online Nonimmigrant Visa Application but a payment for the MRV and then scheduling the interview. You can pay using a credit card it's one of the forms of payment when scheduling.

Here is a link to the New Zealand payment page where you can get a better idea of what is required and what steps are taken to complete your transaction. Even though this is for NZ it's the same for all embassies.

Hi—I went through the process in Guyana with my Cuban fiancé. You cannot pay it online. It has to be payed at Scotia Bank. Once you complete the DS-160 and send the confirmation page to the embassy, they will send you a packet of information including how to pay the fee. You will make your appointment directly with the embassy and then will need to arrive in Georgetown a with a few business days before the interview. You do not need to pay before scheduling the interview. You’ll need to be there ahead of time anyway to do the medical exam. We payed ours once we arrived in Georgetown. It was very straightforward.
