RFE asking for recent tax documents

Timeline

I received a RFE letter asking for the most recent tax documents from my US spouse and a new I-864 form in order to continue with my case. Due to corona virus, my wife got laid off from work and she can't get an employment verification letter at the moment. My question is, should we go ahead and submit the I-864 without the employment verification letter? should we write a letter explaining why she is unemployed?

2019-12-04:       I-765 / I-485 sent

2019-12-10:       NOA received

2020-01-03:       Biometrics appointment 

2020-04-30:       EAD approved

2020-05-07:       EAD received

2020-05-11:       RFIE letter received

2020-06-08:       RFIE response sent 

2020-07-20:       Status updated to "Case is Ready to Be Scheduled for An Interview"

Her unemployment means you need a joint sponsor.

 They asked for tax documents, not an employment letter. Exactly what did your wife send before in regards to her 2018 tax return? 

if you do a new I-864, your wife will say unemployed. That is her current status and an explanation why doesn’t help or fix anything. You have a joint sponsor because she already didn’t qualify, right?  So nothing has changed really as she is still not qualified on income.

You're right. We had to get a joint sponsor due to her low income. I did some research and I found out her employment status did not really matter since we included a joint sponsor already.

I would like to ask you another question. My wife and I filed taxes for the year 2019 but we ended up owing money to the IRS. We are gonna sign up for a payment plan soon but then we received this RFE asking for the tax documents for the most recent year. Do you think If I send them the documents showing that I still owe money they are gonna reject my application?

 I don’t think they want to know if you owe or have a payment plan. I think they want what they asked for a copy of you complete tax return or a transcript because that is required in immigration law. You should have made a copy of the entire package you sent so look at it. Answer the question I asked earlier, What did you send the first time in regards to the tax return? Form names, schedule names, W2??? Your RFE is not about whether you’ve paid up yet. It seems like you left out something from the tax return.
