Yeah they got a lot of push back on it right now from OFWs and other Pinoys abroad. This is because the 6k peso relief fund is not available to those with family members abroad... So my MIL can't get the money because of my wife, my BIL can't get money even though he is out of work as a teacher, and my SIL can't get it because her husband is a OFW in the UAE that isn't working right now. So it's messed up all the way around

This is the only thing I could find online in regards to how it could be handled at airports, according to a PhilHealth Corp. hotline sourced FAQ:

 

“What if I don't pay the PhilHealth contribution?
“Under the Philippines' universal healthcare law, overseas Filipinos are classified as 'direct contributors', therefore, ‘payment and remittance of premium contributions is mandatory’.
“Once they return home for vacation or other purposes, their PhilHealth payment records shall appear when their documents are checked prior to their departure from the country. If there are missed contributions, the expat should settle them first - along with compounded interest - before he or she can be allowed to travel.“
