This source lead me to believe it’s the same across all embassies, but I’m not sure what counts as routine visa services. News also just came out that they’ll be processing visas for medical professionals since they are in high demand. Just all insinuates that they aren’t processing other visas unless it’s important.
 

Yet... they clearly are.

i’m assuming each embassy is doing what it is able to do according to its own circumstances. 
 

edit: the wording on that page is definitely changing, I’m sure the bit about H2 wasn’t there before either. Maybe it was more relaxed previously and that’s what I’m recalling but I can’t  be sure. I do know different embassies initially were dealing with it differently (some stopped all visa services, some only stopped non immigrant, etc) before the general DoS statement came out. But again..some embassies are clearly still processing routine stuff.

too late to add to that edit.... If you follow the link on H2 visas on that page, the page you land on says:

first if all 80 percent staff from islamabad embassy left which is making things slower than normal and 2nd the delivery couriers are closed till 7th april so they cant deliver your passport.untill then .it depends upon the current lockdown situation as soon as things get back to normal they will start delivering.and yes they are working on cases on case by case basis slowly as no one can travel yet .i am also stucked in ap.and passport is with embassy i havent received even a single update in a month.b patient

Right. I think date of 7th April will extend as we see situation. But lets see how does it go all around.
