Yes she'll need a police certificate from Japan. Because she lived there for 3 years.

Here is the department of state website for what all documents NVC needs from Japan. Click on the "Police, court and prison records" section.

It says for former residents of Japan living outside of Japan apply at your nearest Japan Consulate or Embassy. It will also state specifically what kind of police certificate she needs and that NVC accepts.

Good luck to you 😊
