i130 online filers, no NOA1 yet

To whom it May Concern, I sent in the I-130 form ONLINE exactly around 60 days ago and have not yet received the first NOA notice. I was wondering if this was normal. I'm thinking it may be because I used a foreign address since they say the NOA 1 comes within a few weeks. I live in the states but I'm here in my wife's country working to be with her while she's pregnant and the visa goes through. So, I have a few questions:

1. Why haven't I yet received the first NOA notice yet?

2. Does the Receipt Notice that one receives as soon as you pay count as the NOA 1?

3. If I originally used a foreign address as my mailing address, should I change it to a US address just to be safe?

1)  have you tried calling the USCIS help desk.

2) Receipt is generated once funds are cleared and petition is accepted

3) no you use the address where you physically live.

I tried calling, that didn't really help, but now my questions have been answered. Turns out, my NOA1 was sent the same day that I submitted the application.
