Good Morning @Pich_David,

 

The letter on the bottom that was received states NVC has received the approved petition and that the case has been created. 

 

The CEAC website states that due to the limitations of the F2B that her petition is being held at NVC until a visa is available in your nieces category. The current priority date for Philippine applicants applying under the F2B category is December 1, 2008 so your niece is still waiting another 9-10 years before a visa number is available.

She already have the manila case number.

She can have a case number but a visa is not yet available. Please see the edit to my post.

As said, its just the case creation and will sit there for next 10 years before they contact her mom for processing.

 

If she’s 24 now, she would be around 34-35 during immigration time.  She should remain single to keep the petition alive.

 

If she wants to marry, make sure she marries after her mom gets the US citizenship. Then the petition will still be alive under F3 but will have to wait around 20 years from filing date, feb 2018.

is any differences with the time? Anyone can help?

@Pich_David Given that the case will not be even touched by the NVC in the next 10 years until the priority date comes current, you may want to consider not paying any NVC fees at least until after her mother naturalizes as a USC (since if your niece does get married before becoming her mom becomes a USC this petition will be rendered null and void, losing whatever NVC fees you paid and will require a new I-130 filing with USCIS again).
