Do I (the sponsor) need to file form I-134 with USCIS? Or do I simply complete the form and mail it to my fiance in advance of her K1 interview at the embassy?

In what stage are you now ? You can just send the scanned form to your fiance. No need to mail it. And I-134 not necessary before you get the NVC case number (after NOA2).

We have received NOA2 and just scheduled K1 interview for January 13. Gathering documents to prepare for K1 interview.

No .. not with the I-129F for the petition to USCIS.   That is for the embassy phase.

For form I-134, I have a car that I am currently still paying on. Do I list the current value of the car as an asset and the amount I owe as the debt? Also, for the evidence that I need to provide, specifically the bank statements, do they need to be signed by a bank officer? The bank has already provided a signed account verification letter. I'm not sure if the bank statements need to signed or stamped as well.
