Since many parents are being denied due to not having medical insurance, I have decided to get insurance for my mother. Can you tell me any company that can give her insurance without being in USA yet? I have asked Blue cross blue shield but they say applicant should be in the USA to get insurance. My question is how parents will get insurance before the time of interview?

1) The proclamation requiring health insurance is not in effect due to a court injunction. http://travel.state.gov/healthcare

2) The proclamation requiring health insurance generally does not apply to IR-5 cases.

3) The proclamation requiring health insurance allows showing evidence that it can be obtained within 30 days of entry, not actually requiring that it is obtained beforehand.

 

Presumably your parents were not denied due to lack of having health insurance. More likely they were denied on the public charge criteria based upon a totality of the circumstances.

If so, the best ways to resolve it are either:

1) Show evidence of plans they are able to purchase insurance once in the US, how much it costs, and what their actual out of pocket costs will be (premiums + actual expected costs for any medical conditions they may have). Then showing that either they or their sponsor can afford those costs.

2) Same as above but find a joint sponsor who can show that they can meet those costs.

Quotes can be obtained via insurers directly for via healthcare.gov for your state's exchange.

 

Actually purchasing insurance is not be suggested IMO.

yes.  they should take all the required financial sponsorship documentation and health insurance quotes in the US to their interviews.
