So i've recived my NOA 1 hard copy today, super excited ,however my next question is that, what documents would my fiance need obtain now? I know that getting legal documents in the Philippines can be a hassle, should we after the NOA 2 or start now?

BC, CENOMAR and NBI are typically not difficult to get and certain of these documents have validity limits, so getting them too far in advance may not help

YMMV

It is advised to gather the documents after you receive the NOA2. However, if your fiancé has issues with their birth certificate or if they need a document that would take more than a month or two to obtain, then your fiancé can start working on those now.

You should check out @Hank_'s website. It has a step-by-step guide for people who are applying for Spouse and Fiancé(e) Visas in the Philippines.

She can wait until you receive the NOA2, that will still give her a month month to obtains the necessary documents.

Here is a link to the guide for the Philippines  https://www.visaconnection-philippines.com/us-embassy-usem.html    Under the required documents tab is a link to the embassy checklist.  Step 5 of the checklist is the documents.
