My father is my petitioner US citizen age 75.

Me f3 category PD 29 JUN 2008.

Still never get NOA1

Will public charge law effect my case?

Public charge law has existed for decades. It always affects family immigrants, hence the requirement for i864s. Remember it is up to the interviewing officer to decide if the finances presented are acceptable, regardless of the minimum requirement under either the current or future versions of the act.
