Timeline

My spouse started i-130 petition as a LPR in May 2018 , later in current year March 2019 became Citizen. Case upgradation was sent at the last of March. So my question is that Will USCIS count May 2018 as initial date or March 2019 for Case date???

Short answer, PD doesnt matter once you upgrade since visa no is available immediately for IR-1 categories once approved.

 

What is up in the air is the time it takes for approval after upgrade. You will get a email or letter stating they will make and update the decision within 5 months.

 

Some people had theirs upgraded in <1 month, some in 3 (me for example) and as a common trend it has been observed that it takes exactly 5 months for the decision.

 

Tough for the purposes of NVC it mau count the may 2018 as PD and they may consider scheduling it quicker as the family has been apart a lot longer.

i do exactly have same situation, I filed my case back in Feb 2018 for my wife (california service center). I got my citizenship on March 5th, and upgraded the case on March 15th.  Now its been 5 months already. I have contacted USCIS multiple times but they do not have any answer beside saying just to wait. I have submitted inquiry asking about "Behind the normal processing times" but have not got any response yet. I am planning to submit another inquiry on Aug 30th as it will be a month after i created 1st request.  It is frustrating and i do not know what to do? Any suggestions?

There is another guy from Nepal @bishnup who had a delayed experience.

Yeah, i saw that. I think he got it NOA2. 

 I inquired twice  already saying behind the normal processing time. Every time they created that request i have to wait 30 days to get response and its the same response i got when  my case was upgraded. Frustrating ! They even don't allow  in person visit in Field Office any more.
