Japan Adoption and Military life

Hello everyone

I am currently station in Okinawa Japan, My wife (Japanese citizen) and I had adopted a child through a local adoption agency in Main land Japan. The adoption is finalized in japan and working on processing the paperwork to allow her entry into the US. The problem I have is I will be coming back to the US in May 2020. This will not be enough time for me to process the I-600 then an IR-3 through the embassy. Also I am still waiting for the home study from the adoption agency who is translating and formatting it to US standards so i cant even submit the I-600 yet. Then once that is done l need to get it approved by an adoption agency in the United states. does anyone know if there is any way I can bring my child to the US well these forms are being processed or another form I can file? Maybe a way i don't have to submit a home study?

There is no other way. In fact, immigration is extremely strict with adoption cases.
