Timeline

While or after filing my wife's I-130 and the following process and paperwork we're going to need to file for her daughter. I didn't see a separate child forum so I'm posting here.

 

Aside from the I-130, what do we need from the father? He's a dual Mexican/US citizen but too much of scumbag to be bothered filing for his daughters US citizenship and paying any support.

If the child has a claim to us citizenship (even if it hasn't yet been filed) needs to be sorted out first because if the claim is valid,  she is not eligible for the visa

Agree first step is to determine if the daughter is eligible to be a US Citizen.  If her father never actually LIVED in the US, she's not, and you would follow the I-130 instructions for a step child, and file together with the mother.  On the other hand, if the child IS eligible to be a US Citizen, she must go through the necessary steps to obtain it, and will need the father's cooperation.  It is critical to sort this out, because I doubt your wife will want to leave this child behind and move to the US.
