Plus,  one of the required docs to bring to a citizenship interview is a valid state issued ID... he'd be needing a valid gc to obtain that....

he does not have a state ID? how does he operate without one? What state is he in ( some states dont ask for GC to issue ID)? A state ID is needed to establish state residency - there are other ways to establish residency if you dont have a state id.

The ID is to get in the door past security, to make sure he's who he says he is when showing up for the interview, as well as another piece of evidence proving residency---they ask you to bring ID to the interview but there's no legal requirement that he must have a State ID or a driver's licence...(on the interview letter it's not written as mandatory, but as one of the items to bring to the interview.  He can't bring what he doesn't have, obviously.  He can get in the door for his interview with the green card (even if expired) which is government-issued and foreign passport.

State ID/drivers licence is one way of showing residency during the interview ....Presumably has other proof of residency with utility bills, tax returns, etc.?

One thing that wasn't clarified in this thread, I believe---what was the ISSUE date of his green card?  If it was between 1979 and August 1989, those cards don't expire.

Exactly. I know someone personally who had a out of state ID ( he naturalized in California but had a Arizona DL).  He was able to establish California residence with Utility Bills, Mortgage statement and taxes among other things.
