Her parents can file for the sister once they get their green card.  She will most likely ageout to over 21 before her petition can be approved.

September 25, 2018 Interview in CDJ and Approved!

October 7, 2018 In the USA

October 27, 2018 Green Card received 

October 29, 2018 Applied for Social Security Card - November 5, 2018 Social Security Card received

November 6th, 2018 State ID Card Received, Applied for Global Entry - Feb 8,2019 Approved.

July 14, 2020 Removal of Conditions submitted by mail  July 12, 2021 Biometrics Completed

August 6, 2021 N-400 submitted by mail

September 7, 2021 I-751 Interview, Sept 8 Approved and Card Being Produced

October 21, 2021 N-400 Biometrics Completed  

November 30,2021  Interview, Approval and Oath

December 10, 2021 US Passport Issued

August 12, 2022 PHL Dual Nationality Re-established & Passport Approved 

April 6,2023 Legally Separated - Oh well

You can file for her now, although you're looking at around a 25-30+ year wait for F4 (siblings) to become current.

 

Your parents can file for her the day they enter the US on their immigrant visa. However, that may not be for close ot a year or so. She may or may not age out into F2B depending on how long the I-130 takes to get approved (longer is better here! Quicker adjudication = less CSPA coverage period) and the visa bulletin's F2A current date at the time.

F2B is taking around 11 years or so right now, and trends longer over time. She would have to remain unmarried the entire time (or at least until her petitioning parent becomes a US citizen).

True, although 1 from each parent might be a bit overkill IMHO, but the only harm is the $535.

Since F2A time frame looks slim (but possible) I'm mostly looking at the F2B priority wait time. If only 1 parent files and that parent untimely passes 8 or so years from now it would be a "the other parent should have filed too" moment. And the F4 wait is very long.

Good point...for F2B, that is a more realistic concern. My mind was still stuck on F2A. :thumbs:

Although I would note that F2B for PH is 11 years right now and likely will be longer 11 years from now. PH is heavily oversubscribed heavily in every category but F2A.
