Does USCIS usually send a notice once a i-130 petition is upgraded? if so how long does it usually take?

Timeline

Over a month ago we sent USCIS( sent it to the same address we sent the i-130 petition) a letter to upgrade my i-130 petition after my husband became a USC. Should I expect a notice from USCIS about the change? or should we have sent the letter to the USCIS service center currently processing our case? Did we do a mistake sending the i130 upgrade to Phoenix,AZ?

Summary: 
i-130 received  on  14th January 2019  and is being processed in California Service 
i-130 upgrade sent in 15th May 2019  to Phoenix,AZ( where we originally sent the i-130)

You need to send the request directly to the California Service Center. It's best to call them for the upgrade, and they will ask you to send/fax the Certificate of Naturalization. 

 

People have reported that they get email confirmation within 7 days.
