My approval notice is valid from 5/20/2019 to 09/19/2019. What does that mean? Will he have a interview by then?

The approved 129f is valid for 4 months. You have 4 months to gather the  documents needed, have the medical, schedule and complete the interview. Each consulate has different ways of managing the need for more time. Some automatically extend it, others require a written /emailed request for extension. Once the consulate receives the file from the NVC, there will be an email from the consulate explaining the steps you follow for this part of the process.. the information should be included in that letter .. or it may have directions on how to contact them with questions like this

About one month of that time will be eaten by the process of transferring your case from USCIS to the Embassy. Then you have the rest of it to have the interview and get visa. Local embassies have ability to extended it, if needed.
