How do we petition for minor children?

My wife came to the US from the Philippines on a K-1 visa in May 2017. We chose not to bring her children, now ages 17 and 14, at that time.  Now we want to bring the children here but I'm not sure what papers to file or who needs to file them.  Can I file them as a US citizen, or does she need to wait until her conditions are lifted on her green card in October?

you can file for them since the marriage took place before they were 18.

You can file for them as a stepfather as mentioned above, I just wanted to point out that if she were to file as LPR for whatever reason she wouldn’t need to wait till conditions were removed to do so.

Ah, I was under the impression she had to wait until conditions were lifted before she could petition.  Biological father is not in the picture.  Thanks for the answers.
