NVC sent our packet to embassy that fiance needs a visa to go to + also bans people from his country

Hi! I need some advice here. I'm a US citizen and my fiance is a Libyan citizen! We are applying for K-1 Visa which is specifically stated to not be part of the current Libyan Travel Ban, so we shouldn't have any problems regarding that. However...

 

We specifically requested that the NVC would send our packet to the Tunisian embassy because he does not need a VISA to visit Tunisia. Instead, they sent it to Morocco, which not only does he need a VISA to visit, but also travel bans citizens from Libya!

 

Why would they do that? Is this going to cause any severe problems? Is it common to be able to transfer the packet to a different embassy in time for the USCIS approval notice to still be within it's validity period?

Does Morocco have an Embassy in Libya?  If yes, can the Libyan citizen visit the Moroccan Embassy to show USCIS documents and US Embassy Morocco documents (you will soon get), and thus, get a waiver for the travel ban ... and successfully get a tourist visa to Morocco?

Send an email to:TunisIV@state.gov, make sure to put the case # in the subject and provide them with all information (case number, date of birth, petitioner and beneficiary names ). Request the embassy in tunisia to transfer and accept your case. And explain to them that's difficult to get Morocco visa and will take a while . You should hear back from them with couple days and the file should be transfered within 10 days. Good luck
