Hello. My husband applied for his citizenship so we are waiting for his interview. So far, we only received form I-797C and a biometrics appointment. Can he go to a our local office to get his passport stamped to travel or should we wait?

If his green card is near expiry he can request the passport stamp, at no charge.

 

If his green card is already expired, they may ask him for proof of a filed i-90 first before issuing the stamp, even though he's already filed the N400.

Thanks. His GC recently expired. Is it too late for file for an I-90?

Then do what the first person said: file the I-90, it’s not too late, then make an appointment to get an I-551 stamp on his passport. That’ll allow him to travel.

Unless you qualify for a fee waiver, USCIS will certainly expect payment.

 

I've heard of the biometrics portion being returned before when fingerprinting has recently been completed by USCIS for concurrent applications, no way to know for sure whether it will happen in your case though.
