Thanks.

Package 3 or 4 are send from the US consulate in Thailand to you fiancé after NVC approval. Not from NOA1 or NOA2

You need the noa2 to get the police report if you haven't already done so. I got my fiancee report done just using the noa1, and I know another person who did the same. Only thing you need is the case number from the NVC. That's the important thing. Lets you schedule the medical exam. I don't think you will need the original, I used a scanned copy. You don't have to wait for the packet 3 or 4 to come in the mail, my fiancee never received hers anyway. Packet 3 and 4 are both available on the Thai embassy website. Not sure where you are in the process, but you can shave a month of the Visa process as long as you are proactive and get the case number from NVC. My fiancee had police clearance certificate, and most of her vaccinations done by 6 months after we applied. Check out my timeline for exact dates, and if you need help with anything, I was with my fiancee in Thailand for all the important steps, so I actually witnessed everything but the interview, so I'll point you in the right direction for cheap vaccinations, police clearance certificate, and anything else you may have a question on, as I can say I've been there, done that, and got the T-shirt.
