If there is a delay with getting my kids passports in my country, can I first apply for my DS160, and then apply for theirs later once their passports are obtained, just before interview, and print the sheets for them, and proof of payment, and take theirs to the interview?

It’s a K-2 for a child, not a K-3. I assume you have permission from their other birth parent to remove them permanently from the country.

You have up to one year after the issuance of the k1 to apply for any k2s.  Some consuls require k2s to attend the interview so check what is required for you

You can submit your DS-160 and theirs later before their interview or you can ALL submit the DS-160 at the same time. It doesn't matter. (PS there is no "applying" just submitting.

"print the sheets for them, and proof of payment, and take theirs to the interview" Yes.
