Hi i have a question,  my husband and I got married last july 2018 in Illinois,  i want to report my marriage in philippine embassy washington DC, will they process my ROM? I am worried because we got married in Illinois not in the scope of washington DC.  And i have a follow up question.  Is Record of marriage different from marriage license?  Because i have seen the requirements listed in their website that i have to submit record of marriage and marriage license?  Or can i just submit marriage license?  Please enlighten me. Thank you

Oath: March 22, 2021 COVID-style same-day oath

Per the Philippine embassy in the USA you should send the report of marriage to your nearest consulate with jurisdiction over your state, which for Illinois is Chicago.

You have to submit everything to the Chicago consulate. The marriage license is from that state and you have to submit that as a part of the ROM to the consulate
