Since your spouse has been naturalized your petition has to be upgraded to spouse of usc,  from spouse of lpr. NOA 2 is a shorter time for spouse of usc. Did you receive any paperwork from uscis concerning this?

Yes my husband did receive a notice stating the case was upgraded to now show USC petitioning for a husband/wife, but still no NOA 2.😥

I don't think California Service Center does IR1 for spouses of Citizens.   Hopefully they will transfer the case soon to another center.
