Google "stepparent adoption + your state of residence."  It's easier for a stepparent to adopt in the US.

Adopt in the USA .. I am sure it will be much easier than in the Phils.   Even the embassy has some very strict requirements for accepting the foreign adoption in the Philippines ..  1- living there for two year with the children.

Don't mess around with the Kangaroo Court System in the Philippines

It seriously might take you 3 years to even get your case heard in the Philippines. So just do it in the USA and you will be fine.
