Thought I would update this topic if others are looking for information about the Hong Kong police certificate. My fiance collected all the documentation needed for the Hong Kong police and sent it to her friend in Hong Kong who agreed to deliver it, along with the fee, to the Hong Kong Police. She was issued a receipt on 1/15/19. On 1/30/19, my fiance emailed the Hong Kong police at eo-cncc-ib@police.gov.hk to inquire about the status of her case. She received a reply email on 2/1/19 stating the certificate was sent 1/29/19 via registered HK air mail to USEM. They did not provide a tracking number (fiance didn't ask for one). According to the Hong Kong Post website, registered air mail to Manila takes 9-10 business days.

We have been checking CEAC every day to see if her case has been "touched" but so far no change on the latest date which is 1/14/19. She did send an email yesterday to IVManilaReplies@state.gov asking if the certificate has been received but we are not anticipating a response. Just creating a paper trail. But you never know! She has also asked her friend in HK if she will go to the HK Police department on Monday with the receipt to see if they can tell her from their end if it has been delivered. (Seems they like to do things in person!)

So that's where we are. Interview is 2/14 and all we are waiting for is the HK Police certificate. Technically it should be in Manila Monday or Tuesday but she may not know for certain until she is at the interview window. Stressful. But we remain hopeful. It would be the best Valentine's Day present.

Hi! Just wondering what happened to your HK CNCC? I live in Canada an md my embassy will be Montreal. I also e-mailed HK police and gave me a tracking number that only works for HK post. When the mail left HK, I cldnt track it anymore.

The HK Police were able to tell us (via email) what date the certificate left Hong Kong. We then checked the following link to determine how many days it would take for the letter to arrive at our embassy in Manila. According to the chart, it takes 10-17 days to get a registered Air Mail letter from Hong Kong to cities in Canada. In our case, the CEAC date changed on 2/11 so we knew someone has been in our file and we assumed that was the HK certificate. It was in Manila when she went for her interview on 2/14. So watch your CEAC account for a change in the Updated date and good luck!

Hi! I was given the same link by HK police and thinking my certificate is already in Montreal but my Case is still at NVC. It does say 10-12 days for Canada, however my receipt that was sent to me from HK by registered mail took 4-5weeks to get here.

You want to look at Air Letter on that link. They list timing for Toronto and Vancouver and below that is Other Cities (which would be Montreal) and the timing is 10-17 days.  I think that is business days so 2 - 3.5 weeks. Our case was already at the Manila embassy so we were able to see our case was updated once the certificate arrived. I think if your case is still at NVC, you should have no problems with having your HK cert in Montreal in plenty of time for your interview.

Do you mean the certificate? She submitted the NVC letter with the MNL# on it as required by HK Police, along with their application and her fingerprints (their form). So I guess the answer is we provided the MNL# but who knows if they include that on the certificate. Hopefully, they have a system in place that works "most of the time." We initially thought the Singapore COC was the sticky one but the HK process of sending directly to the embassy really takes things out of our control.

Gotta just hope it gets there by Thursday. Patience and positivity.

@pamawemo can you share a screenshot of the NVC letter that you sent to HK police department? I'm curious if NVC lists the MNL embassy address or the US NVC address. I would think it would be the former?
