P3 and P4 officially don't exist? The only instructions you get are the ones in the ustraveldocs site. And interviews are usually 6-10weeks  after your case is in transit or ready. My case was received last week and my interview is on March 1st. 

This is was the case for the Philippines but about 2 months ago they started cracking down as some folks would show up to the interview and the Embassy hadn't received everything from NVC. We saw one couple complete everything in a 3 week period and were lucky to not have run into that situation but I think they were just a few days shy of there record going to "ready".

Green Card Approved July 11, 2014 Approved, no interview. Went to card production.

Green Card received July 17, 2014 GC received without interview

Removal of Conditions

Mailed I-751 Dec 16, 2015 Submitted ROC (removal of conditions)

Received Dec 18, 2015 USPS notification of successful delivery

Check Cashed Dec 21, 2015 Check was cashed

NOA-1 Issued Dec 21, 2015 NOA-1 for ROC issued

NOA-1 Issued Dec 26, 2015 NOA-1 Received

Biometrics Appt. Jan 29, 2016 Biometrics Appointment Scheduled [Completed]

My case was ready 1 day after I scheduled my appointment. With how long it takes between cases being sent and an appointment date available,I'm pretty sure people here in Venezuela show up when their case is ready 😅. Also, very few applicants from here.
