Zip Codes, States and Overseas Numbers

We have a Visa application and A[appeals going through, but why when we try to phone or email with a query they want a Zip Code or US contact Number.

The USCIS will call you back but only on a US number, seems odd, as surely by the shear nature of asking for a US visa you're likely to be outside the US and when sending an On line form inquiry they require a US zip code and state.

Am i missing something?

Is this for a CR-1...?  What type of visa?

Have the USC (presumably he/she is still residing in the US) make the inquiry.  Or the beneficiary can try contacting the embassy/consulate outside of the US.

It has been denied but then we get an email stating the EOIS have sent it back to USCIS for review and they will notify us in 60 days with a decision, so you tell me .
