Hi, after 7 months of waitting my husband got his interview appointment on December 7th and everything went GREAT with his CR1 visa, about 3 days ago we picked up the package tha he need to give to the officer when he enter the U.S, but there's some pages and one of them state that we need to make a $220 dlls payment to the USCIS to cover the costs that USCIS incurs to proces, file and maintain the immigrant visa package.

As I can remembered we already made that payment way in the beginning of the process, and I wasnt aware of this one. Can someone please orientate me. Thank you

No, the $220 Green Card fee is paid after the interview.  It must be paid before an actual plastic green card is produced.  It can be paid either before or after arrival in the US.....but your husband will not receive an actual green card until it is paid here: https://my.uscis.gov/uscis-immigrant-fee/ .   You need his "A" number and his DOS case number....both of which are on his visa.
